Under the Implementation Plan for Accelerating the Deep Convergence of Prefecture-Level Media (Zhongxuanfa [2022] No. 14), the Publicity Department of the CPC Central Committee and the National Radio and Television Administration drew up five technical standards — the overall technical specification, data specification and interface specification for city media centers, basic cybersecurity requirements for city media centers, and a method for assessing the compliance of their technical systems — and published them on February 1.

The overall technical specification sets out the overall framework for the technical systems of city media centers, covering business delivery, capability provision, data analysis, resource support and operations. It applies to the design, construction, acceptance, operation and management of those systems. Drawing on its experience of converged media projects and its understanding of the specification, tsan.ai has summarized several lessons for building to it.

On consolidation, tsan.ai has found the most successful model for county media platforms. Shaanxi's county media platform used tsan.ai's media convergence solution to quickly build 108 county media management platforms on Qinling Cloud, Shaanxi Broadcast & TV Network's provincial platform, supporting media production, organization and publishing for every county. On resources, county platforms don't need to build their own servers, systems and networks; the provincial platform allocates all resources sensibly. On content, tailored to county media in Shaanxi, the provincial platform supports content sharing, with the goal of "collect once, plan together, produce on a shared platform, present in many media and publish through many channels" and content focused on grassroots governance. On technology, county requirements reach every county user through updates to the provincial platform. tsan.ai's model for city media platforms will build on and improve the county model.

On intelligence, tsan.ai has integrated China's mainstream AI resources, including Alibaba, Baidu and Kingsoft Cloud AI, and will study connecting ERNIE Bot and other new AI capabilities. This gives media users a range of choices and the ability to compare results. The platform is open and highly adaptable to the industry, providing a basic product system for AI solutions that is lower in cost, more efficient and more extensible.

On AI capabilities, tsan.ai is working with Harbin Institute of Technology to explore deeper AI reasoning based on intelligent logic, and is building AI detection and intelligent recognition into every video scenario — intelligent audio and video recognition, face recognition, crowd counting, detection of pornographic and violent content and more — deepening media analysis and understanding.

Each city platform shares resources with its districts and counties and connects AI capabilities from different vendors, making media production easier. City media platforms let planning, gathering, editing and publishing all happen online, creating a model of "collect once, generate many times, distribute in many forms," greatly improving newsroom efficiency and the impact of coverage, and strengthening the reach, guidance, influence and credibility of media from the grassroots up.
