Driven by new infrastructure and digitalization, China's IT application innovation (Xinchuang) industry has entered a golden period of rapid growth. Xinchuang — innovation in the application of information technology — is the foundation of data and network security and an important part of new infrastructure. Its industry chain spans chips, system software, middleware and application software.
As IT development brings ever more prominent information security risks and information warfare becomes commonplace, domestic substitution has become urgent in order to secure information security and control of core technologies, and no longer depend on foreign IT giants. Government departments at every level have introduced policies to support the localization of IT systems and help domestic IT service providers build an independent Chinese IT ecosystem.
In 2021, the Outline of the 14th Five-Year Plan for National Economic and Social Development and Long-Range Objectives Through the Year 2035 set the direction: keep innovation at the core of China's modernization, make scientific and technological self-reliance a strategic pillar of national development, upgrade the industrial base, modernize industrial chains, and improve the quality, returns and core competitiveness of the economy. The Outline makes self-reliance, control and IT security shared goals for every industry. By incomplete count, as of June 13, 2022, 14 Xinchuang-related policies had been issued at the national level, including the NDRC's 14th Five-Year Plan for government informatization, which aims for secure and reliable government IT, and the State Council's 14th Five-Year Plan for the digital economy, which targets gaps in key technologies such as high-end chips, operating systems and industrial software. Following these policies, localities have set up national Xinchuang demonstration zones such as "China Xinchuang Valley" and "Xinchuang Cloud".
